Ontario is a very strictly regulated rental market.  Proponents claim more government oversight protects tenants from unscrupulous landlords.  While detractors will cite many instances of tenants “gaming” the system and hiding behind government rules to avoid responsibility for bad behaviour/failed tenancy.

Regardless, Ontario landlords ARE required to use these forms in appropriate situations.
